Italian Parliament approved a bill defining the conditions for the use of blockchain
The Chamber of Deputies of the Italian Parliament passed a bill establishing legal norms for the use of distributed ledger technologies such as blockchain.
Further, the agency Electronic Italy within 90 days will have to determine the technical criteria that smart contracts will have to meet in order to gain legal force. According to the approved bill, digital records posted on the blockchain will also be recognized as legal confirmation of documents during the registration process.
In this way, the country seeks to lay the legal foundations to enable public and private actors to use the new technology. The changes previously outlined in the document were approved by the Italian Senate.
According to parliament representatives, the blockchain is optimal as a base for online voting. However, at the moment there are no suitable projects in the country for the implementation of such systems, so the «Five Star Movement» is looking for researchers who can prove the effectiveness of the application of technology in this area.
In Russia, distributed ledger technologies are also beginning to be applied in various fields. Recently Alfa-Bank and «Rent 24» launched a blockchain service for accounting and distribution of utility bills, and Rosobrnadzor plans to introduce blockchain into the Unified State Exam from 2019.
